Responsibilities
The City Secretary is responsible for performing the administrative duties of the Office of the City Secretary as set forth by the Texas Local Government Code. The City Secretary is also responsible for:
- Maintaining and recording official City documents;
- Coordinating and/or administering municipal elections;
- Serving as administrator of cemetery records for Oakland Cemetery;
- Registering birth and death records/Records Management Officer;
- Issuing alcoholic beverage licenses;
- Providing support services to the City Council, staff, and the public;
- Direct Management over Municipal Court.

Experience
Prior to founding the Law Office of Cary L. Bovey, PLLC in 2009, Cary co-founded the firm of Bovey & Bojorquez. He worked in a thriving solo practice and was an associate with Brown McCarroll Sheets & Crossfield, LLP, and a shareholder in Sheets & Crossfield, PC, where his practice focused on serving municipal clients.
Much of Cary's experience was obtained as Assistant General Counsel for the Texas Municipal League (TML).
Education
Cary received his Doctor of Jurisprudence from the University of Texas School of Law and his Bachelor of Arts in Political Science from Texas A&M University.
Personal Life
He is active in his community's youth sports activities and has served on the Charter Review Commission and the Local Law Enforcement Block Grant Advisory Board for the City of Round Rock.

William A. Bert Miller, III is a product of Navasota High School and attended Stephen F. Austin University and Blinn College. Bert is President of Miller Insurance Agency and has been with the agency since 1997. Prior to this position, he worked as a sales representative with Trinity Industries for 8 years. Bert’s experience comes from his overwhelmingly positive attitude and desire to make Navasota a great place to be.

Personal History
James Harris graduated from Navasota High School in 1983. After graduation, James became the manager of the local Western Auto Store which he had been working at since the sixth grade. His job duties at the beginning included such things as putting bicycles together, but he eventually worked his way up to installing tires, salesman, and then store manager. James then started his own business in 1987 known as Harris Texaco. Ten years later Harris Tire was born, and that is still what it is known by today.
James loves Navasota and loves giving back to the community. Let’s keep Navasota moving forward!

Personal History
Bernie Gessner was born on November 12, 1936 in Wilmington, Delaware and raised in Philadelphia, Pennsylvania and Hyattsville, Maryland. Bernie graduated in 1958 from University of Notre Dame with a B.S. in Mechanical Engineering and commissioned into the U.S. Navy. In 1966, Bernie married Carol Jean Lindley, a Navasota native and proceeded to have seven children (and now have 10 grandchildren). Bernie resigned from the Navy in August 1970 and moved to Navasota, where he has resided ever since.
Bernie brings great industry and business knowledge to the Council as he managed Sorrell Manufacturing Company in Navasota for 18 months, owned and operated several small businesses in Bryan and College Station (31 years) eventually retiring from the business world in 2003.
Public Service
Bernie has been a great community volunteer serving four years on Navasota Planning and Zoning Commission before being elected to City Council in May of 2008.

Personal History
Writing about “me” has never come easy, words in general haven’t always been my thing. I am a visual artist for a reason. As I have grown into my own skin, it has become easier to write about how I have come to be where I am, without feeling (entirely) like I am boasting. I hold many titles; mom, wife, artist, muralist, business owner, and community leader. I am mom to 3 boys, 2 are grown, and one still little. I am wife to an amazing and supportive husband, we have been together 15 years, and married for 8 of those. Being an artist is my passion. It’s my favorite thing to do. The way I make my money is by painting murals. Painting BIG is my favorite thing to do. There is something about having my art as part of a public display that is very satisfying. I also have The Gallery Downtown that I opened in 2016 in downtown Navasota as a way to support other local artists and provide a beautiful space to display and sell art. Inside of that space many other things happen. Art classes, private parties, it can be rented as a wedding venue, and it also houses House Concerts at the Gallery; a listening room style live music venue that focuses on the artists and their music, that I helped co-found with Joe Falco, a Navasota local and someone else passionate about building Navasota. And I am co-owner of Circle P Antiques with my husband, the largest and most diverse antique mall in the Brazos Valley. And as if all of that wasn’t enough, I ran for, and was elected to Navasota City Council in 2020. I am passionate about community and economic development, and being elected allows me to give back while pursuing those passions and making a difference in my community. Building up and helping our downtown business community has been one of the most rewarding ventures I have taken on. And then we come to my latest accomplishment of being selected as a Local Leader for The Women’s Council of Entrepreneurs, an accomplishment I am very excited to dive into and share. I am proud of my diverse and multi-faceted interests and work hard to apply all of those in a way to better the world around me, starting with the amazing community I live in. We have a saying in my house, “of those who much is given, much is expected”, and I live by those words. I hope that one day my kids will be able to look back and say that their mom didn’t just talk the talk, she walked the walk.

Personal History
Josh graduated from Navasota High School in 1996. After high school Josh attended Sam Houston State University where he graduated with a Bachelor of Science Degree in Criminal Justice. He worked for the Judicial District Community Supervision and Corrections Department for Grimes County before returning to his passion for service in hospitality.
Josh currently is employed at Camp Allen Conference and Retreat Center. He serves as the Director of Conference Center Services which puts him in contact with over 54,000 guests a year to the Navasota area. Josh enjoys working directly with guests to ensure a safe and enjoyable stay.

Josh comes from a long line of previous councilman and public servants. With a lifelong connection to the community he has been taught to treat others as he would want to be treated, and to serve wholeheartedly to all. Josh began volunteering for his community at age 10.
